시각장애인의 복지제도에 관한 소고
우리나라는 지난 1998년 12월 9일 ｢장애인 인권 헌장｣을 선포하였다. 그 이후 25여 년의 시간이 지나면서 장애인의 인권은 상당 부분 개선되었다고 생각한다. 하지만 과학기술의 급속한 발전이나 시대의 변화를 제도가 따라가지 못하는 사 각지대도 분명히 존재한다. 시각장애인은 사회적 약자 중에서도 약자라 생각된다. 이들과 함께 살아가기 위해서는 배려와 양보, 인식개선도 중요하지만, 무엇보다도 장애인 복지제도의 사각지대를 없애는 것이 선행되어야 할 것이다. 따라서 현재의 시각장애인 복지제도의 문제점을 검토하여 다음과 같은 개선방 안을 제시하였다. 먼저, 과학기술이 발전함에 따라 생겨난 키오스크를 시각장애 인도 이용할 수 있도록 기기의 위치를 확인할 수 있는 점자블록과 음성신호가 갖추어져야 함을 주장하였고, 시각장애인의 보행환경 개선을 위해 비신호 횡단 보도에 안전시설을 설치할 것을 제안하였으며, 장애인 ‘보조견’은 장애인의 또 다른 ‘눈’이라는 인식개선이 필요함을 주장하였다. 아울러 현재 운영 중인 장애 인활동지원급여의 확대와 함께 장애인 활동지원사의 사회적 인식 제고를 위해 홍보 강화를 제안하였으며, 마지막으로 여러 지방자치단체에서 시각장애인 현장 해설사와 관련한 조례를 제정하여 운영하고 있는데, 이를 국가 차원에서 지원할 수 있도록 ｢장애인활동 지원에 관한 법률｣에 근거 규정을 두도록하는 개정안을 제안하였다.
A Study on the Welfare System for Visually Impaired People
Visually impaired people are regarded as the weakest among the weak. Promoting understanding and accommodation and enhancing consciousness regarding disability are crucial when coexisting with them. However, the elimination of blind spots in the current disability welfare systems is of the utmost importance. In light of this, this study investigates the challenges inherent in the existing welfare systems designed to assist visually impaired people, and suggests the following recommendations. First, it is crucial to guarantee that people with visual impairments can conveniently utilize digital kiosks, as these are becoming more and more common as science and technology advance. Second, to enhance the pedestrian environment for individuals with visual impairments, it is advisable to add safety features like unsignalized crosswalks and raise awareness of assistance dogs so that people can recognize them as an additional pair of eyes. Furthermore, this study suggests increasing the existing activity support allowances as well as strengthening promotional efforts to increase public awareness of the personnel who deliver activity support services. Lastly, given that a significant number of local governments already mandate on-site guide services for visually impaired persons through municipal ordinances, this study suggests an amendment to the Act on Activity Assistance Service for Persons with Disabilities to establish a legal foundation for state-level support for on-site guides who assist visually impaired persons.
